US Scraps G20 Group Photo as Europe Blocks Lavrov's Inclusion
German officials refused to stand next to the Russian foreign minister during talks in Atlanta, forcing Washington to abandon a traditional ritual.

Tension turned physical on the floor of the G20 foreign ministers meeting in Atlanta. German Foreign Minister Johann Wadephul announced that no group photo would include European partners standing beside Russian Foreign Minister Sergey Lavrov. The decision eliminated the customary final image of the gathering, a visual symbol of unity that has defined G20 summits for decades.
The rift centers on Lavrov’s presence in the United States. He arrived in the Atlanta area ahead of the talks, despite Western sanctions imposed following Russia’s full-scale invasion of Ukraine in 2022. Moscow stated on Thursday that Lavrov would use his address to argue against the continued use of international sanctions. Ukraine, which was not invited to the meeting, remained a central point of contention.
The atmosphere grew heavier after a Russian strike on a Ukrainian railway station killed at least 14 people on Thursday. EU foreign policy chief Kaja Kallas pledged to urge G20 partners to strengthen support for Ukraine. She also called for pursuing accountability through a special tribunal and claims commission. These proposals aim to formalize the response to the ongoing conflict within the G20 framework.
US Secretary of State Marco Rubio opened the discussions by urging cooperation on economic and geopolitical crises. He pointed to threats facing global trade, energy supplies, and freedom of navigation. Rubio noted that Iran had blocked the Strait of Hormuz after US-Israeli strikes began in late February. Since that time, global energy prices have risen sharply. Rubio posted on X that both maritime and food security drive economic security.
The meeting occurs weeks after President Donald Trump issued sanctions waivers. These waivers allow Russia to export diesel to help ease fuel prices before the November 3 midterm elections. The policy shift complicates the stance of Washington’s European allies. A diplomatic source told the AFP news agency that Russia’s presence at the G20 does not legitimize its actions on the ground.
Washington expects to publish a chair’s summary rather than a joint statement. A diplomatic source described the G20 as no longer a forum where foreign ministers can reach agreement on a collective text. China sent Executive Vice Foreign Minister Ma Zhaoxu instead of Foreign Minister Wang Yi. South Africa has been excluded by Washington, and Burundi represents the African Union through Edouard Bizimana.
No government has confirmed whether Rubio and Lavrov will hold a formal bilateral meeting. The Atlanta talks serve as the final ministerial session of the US G20 presidency. Leaders are scheduled to meet in Miami on December 14 and 15.
