Nearly 800 people were evacuated during a humanitarian mission in Oleshky, Kherson Oblast, according to U.S. First Lady Melania Trump. The operation took place during a ceasefire, providing a rare window for movement in a region under Russian occupation.

Ukrainian Human Rights Commissioner Dmytro Lubinets detailed the negotiations that made the mission possible during a press conference on Nov. 1. He stated that his role requires him to suppress personal emotions to ensure productive talks with Russian counterpart Yana Lantratova. Lubinets said he holds the same feelings toward Russia as most Ukrainians, but allowing those feelings to influence the work would undermine the outcome.

Lubinets noted that his first meeting with Lantratova occurred five days after her appointment. He raised the issue of Oleshky immediately. He said that when results are achieved and the Russian side uses respectful forms of address, such as calling him Dmytro Valeriiovych, he sees no problem in calling her Yana Valeriivna.

The two officials discussed a potential humanitarian mission covering six settlements in Kherson Oblast. Lubinets reported that Russian occupation forces did not subject civilians to filtration procedures during the Oleshky mission. He and Lantratova have developed joint proposals and initiatives on humanitarian issues. He expressed hope that the approach used in Oleshky could extend to other areas.

Lubinets said he and Lantratova agreed to ask the U.S. First Lady to expand the practice of humanitarian missions from Oleshky to other settlements with difficult situations. He emphasized that he is working for Ukrainian citizens through direct negotiations. He stated, "I don't know of any other way to bring back our citizens than through direct negotiations with the Russian side."

The commission is focused on the Oleshky hromada for these efforts. Lubinets stressed that diplomatic etiquette stands a better chance of producing a positive outcome. The talks continue as both sides seek to manage humanitarian needs in occupied territories.

Lubinets said he does not show emotions to maintain the flow of negotiations. The mission in Oleshky serves as the initial model for these efforts. The two officials continue to coordinate on the specifics of future operations.
